The Salvation Army is collaborating with experienced property developer Formus to redevelop their site at 23 Kiora Road and 2-6 Willock Avenue, Miranda.

The Salvos have been serving the Miranda community from this site for more than 55 years.  While the site has a proud history of service, the facilities are now showing their age and are struggling to keep pace with the growing needs of the community. 

The proposed plan is to renew the site through the delivery of a high-quality, mixed-use residential and community development that will include:

·       demolishing the existing buildings; and

·       constructing a new 17-storey building comprising:

o   approximately 1,500m² of fit-for-purpose community space on the ground floor for The Salvation Army to deliver services for the local community; and

o   approximately 116 apartments, including a component for affordable housing. 

The final area and number of apartments may change slightly as they are subject to planning approval.

Project status

The Miranda Renewal project has been selected by the NSW Housing Delivery Authority as a well-planned, high-quality project that will add to housing supply and improve affordability. 

As part of that process, the project has been designated a State Significant Development (SSD) by the NSW Government, which requires the application to address any impacts on matters such as traffic, parking, local services, environment, heritage and the community. The project team has been engaging with the local community and key stakeholders about the plans, including information sessions on 1 October 2025 and a survey.

 A SSD Application has been lodged with the Department of Planning, Housing and Infrastructure and has gone on public exhibition. Following the exhibition period, the Department will prepare a submissions report for the project team to respond to.

About the collaboration

The Salvation Army is collaborating with Formus Property to unlock the full development potential of the site. The project will deliver upgraded community facilities for the Salvos and provide much-needed, diverse housing for the region. This approach means the Salvation Army can continue directing its resources to community services, while Formus leads and funds the development.
